The first electrode, which includes iridium oxide, is electrochemically formed on an adhesive layer which is arranged on the exterior of the vessel. An electrolyte is arranged within the vessel. A second electrode is in contact with the electrolyte in the vessel. An opening is at a bottom of the vessel. The opening is configured to allow the electrolyte to contact the second electrode.
